Applicant did not have the right to appeal. If any penalty was imposed on him, then the applicant has the right to appeal against his order of appeal before the Appeal Authority Board. Filed the petition but he did not file the same writ petition where he existed but there was a complete absence of jurisdiction but if there was a suitable solution available then the writ petition was not lied. The writ petition was dropped.
