The post of Secretary of Sections 15 and 10 was upgraded by the Board to BP Section 19 in BP Section 18. The Governor of the province refused to approve the governing authority, such an upgrade effect, in the fact that the board had the authority to regulate the administration of affairs or staff appointments and their duties and their services. Determination of the conditions does not undermine the effect and command contained in Section 15, which governs the powers of the Board pursuant to Section 10 of the Ordinance.
