In the Article 199 of Adultery (Enforcement of Hood) Ordinance (VII VI of 1979), the Assistant Commissioner of Section 10/11 allowed the police to request that it be operating in a purely mechanical manner without sufficient material on record. The complainant's request for an open-minded petition despite the availability, in view of the patent being illegal, was considered a constitutional petition and the Assistant Commissioner's order declared the matter to be inaccurate in the eyes of the investigating agency. The law was directed to proceed.
