The Commissioner was remanded to the applicant, but was dismissed on the question of privilege, under the post-remand order of the Settlement Commissioner in which the applicant did not comply with the High Court's direction on the property rights. Was declared without legal authority and had no legal effect. The Chief Settlement Commissioner was remanded to determine the applicant's privilege for the transfer of property on a petition filed by law.
