Article 15 (3) Constitution of Pakistan, Article 199 Termination of retired employee appointed on a constitutional plea agreement Applying government directive of an autonomous University scope petitioner on the basis of the contract, the government at the university directs the removal of all employees appointed after retirement. ????? Prior to the expiry of the contract period, the Vice-Chancellor of the University, having complied with the Government's directive, granted the applicant exemption from the University service, the University was not under Government control or supervision, issued by the Government. The Directive being an autonomous institution was not obligated to govern the university as a sovereign law; it was not bound by the directive issued by the university administration. The university administration was empowered to decide. Whether they follow the government's instructions or not. Authorities, in their wisdom, chose to follow the government's directive regarding the appointment of retired employees. The university administration took a step in the right direction as usually all postings / appointments should be made as usual after publication and appointment. Re-employment of retired employees was terminated on contract Constitutional application dismissed
