Sections 5, 9, 11, 13, 16, 45 and 46 jurisdiction of the Special Court Control of Narcotic Substances Act, 1997, which was a special law, dealt with severe and long sentences for the smuggling and trafficking of drug addicts. As described under The Act will depend on the quantity of narcotics exported, and not on the substance of the narcotics recovered, to prove the matter through special scrutiny, to take special care in the narcotics cases, the exact quantity thereof. There is no room for doubt about this. The substance recovered, which is alleged to be at the end of the longest and toughest sentences, should not allow the defenders to fall victim to the mere relief and convenience of the prosecution.
