Notification issued under Two years ago, ie, on 6 1 2007, no progress was made towards the acquisition of the land, so the notification had to be declared invalid because the constituency patwari refused to issue a copy of the petitioner's land. It was issued more than two years ago because the acquisition process of the land was terminated automatically after 14 months under the Punjab Land Acquisition Rules, 1980 R7, with a notification under section 4 of the Land Acquisition Act, 1894. No legal sanctuary was attached. There was no subsequent action by the authority in a year and two months. The High Court observed that Patwari, as a public document, could not be denied a copy of the person's title and rights which was a public document. The constitutional request was dealt with accordingly.
