ALI RAZA versus CHAIRMAN, PUNJAB COOPERATIVE BOARD FOR LIQUIDATION, LAHORE

As a legitimate applicant tenant for negotiating Section 11 sales, the Cooperative Board intended to purchase the stores under the Pursuer and was ready and willing to pay a reasonable price to negotiate with the Board of Respondents. Argued that the shops were and should not be publicly owned. After the negotiations were sold, the applicant should take part in the open auction at the time of the official bidding, which cannot be lost by selling these shops without having to advertise in the open auction. What constituted illegal activity Sales through negotiation could not be given as an example of a mistake so that a directive could be issued to prevent subsequent errors. The High Court dismissed the petition.
