Provincial employees do not fall within the scope of the word establishment as defined in section 2 (11) of the Social Protection Ordinance, 1965; the use of words or otherwise in section 2 (11) of the ordinance is an open definition of industrial, commercial and agricultural terms. Cover so many areas that are not industrial, commercial or agricultural, but otherwise fall into the scope of the charity of an educational institution, with no added benefit to the additional benefits offered to their employees. Apply to such an institution, which it is not appropriate to resist to participate, under the ordinance, the educational institution is being run on a commercial or non-profit basis to raise charitable and welfare standards for its employees, Under its principles, the ordinance can be ruled out under the definition of the word establishment under section 2 (11).
