R23 Ad hoc Appointment Terms The Independent Jammu and Kashmir Civil Servants (Appointment and Terms of Service) Rules ad hoc appointment under R23 of 1977 cannot be made arbitrarily. The first condition for such an appointment was that it would be in the public interest. The second was that, before making such an appointment, the appointing authority would send the application to the selection authority, its appointment from sub-rules 1 to 5 to 23 of the Azad Jammu and Kashmir Civil Servants (Appointment and Terms of Service). The following is subject to additional terms. Rules, 1977, the conditions which were made mandatory and the 23rd rule of the Rules could not be ignored when making an ad hoc appointment that the ad hoc appointment would not give any right to the person for whom the appointment was made in the matter of regular appointment.
