There is no doubt that the applicants were not brought before the final appellate authority, so arguments can be made through existing petitions for additional grounds, but the petitions are admissible because the High Court made its decision in the 2002 PTD. In 541 it was observed that the additional grounds themselves indicated that a land not already taken was being stressed whenever there was a reason when the lease was pending before the court or judicial forum, the lease was an additional one. Ground should be a rule and no exception was legal, and they were going to the root of the case, damn it. Voters are allowed to agitate / debate on the basis of the request mentioned above
