The petitioner, who has been hanged, requested that under Article 199 of the Constitution, the Revenue may instruct the authorities to implement a decree with the approval of an authority. The constitutional request for a civil court order was not enforceable because the High Court was not an enforceable court. Revenue for orders of declaration passed by civil courts was passed to the courts / authorities under section 42 of the West Pakistan Land Revenue Act, 1967. Under the Declaration of Civil Courts, the judgments and orders were bound to be executed. The civil court will not refuse to enter the Coal D mutation because it will be denied by the officials / officials for whom the decision was resolved.
