The appellate court dismissed the plaintiff's appeal, stating that the order for interim rehabilitation was an interim order. A valid combination order regarding the provision of care to minors was the final decision. The appellate court mistakenly believed that the said order was an "interim order" and the constitutional petition was accepted and the case remanded to the appellate court for judgment on merit. n
