Sections 13 and 15 represent the eviction process by the solicitor for the tenant to the rental controller and seek time to record their time for the tenant's preparation, which was processed, but varied. Despite the delay, the tenant failed to appear before the rent controller. The work was done by a lawyer appointed by the tenant and it was not known why the tenant did not record his statement, so the tenant could record his statement by the tenant without filing an affidavit. Finding the time for, the reasonable and rational act of the tenant was not known. In order to achieve the time, not only was the lack of capacity, but after examining the available goods, the turbulent rent controller, had written a comprehensive decision rejecting each case, which included the rent controller. The appeal against the decision to become independent was dismissed, however
