Under which the applicant had requested the right to compensation for the period. The rates required under Rule 9 of the Access Promotion Rules 2004 were changed in the year 2011 and the applicant's case, such as GR, meant the petitioner's second argument was raised only at the time of argument and in the constitutional petition Was not mentioned and the question of compensation for recording of evidence and calculation of rates was beyond the scope of constitutional jurisdiction. The petition was dismissed accordingly
