Article 199 Constitution Petition to abolish additional adjustment appointments in other positions Applicants, who were appointed clerks in the municipalities, were appointed as Export / Export Tax Clerks in October, when Zukoc and Export in 1999 Taxes were abolished, applicant services were rendered useless and they became overcrowded. In order to utilize the services of experienced applicants, they were adjusted against the vacant posts of the Secretaries of the Union Council, who was a BPS 7 grade officer. After nearly 6 years of adjustment, officials posted an advertisement inviting applications for appointments. The secretaries' positions in which applicants were adjusted several years ago claimed applicants to be permanently absorbed in positions. Authorities have denied the applicants' claim that the positions of the applicant secretaries have never been permanently absorbed and that they cannot claim any such holding rights. Positions, but were free to participate in the appointment process because after the additional candidates, the Validate Petitioners, who were already permanent employees at the time of becoming over, were also adjusted against the permanent posts of the secretaries of the Union Council Petitioners. Should be treated permanently, absorbed in the designated post approximately six years ago; after such adjustment, if there is any vacancy left, only such vacant posts will be accordingly ordered by fresh appointment.
