Recommendation for inclusion The department has been requested by the administration to provide three other names from the waiting list of recommended candidates. Despite the Department's refusal, his name appears in serial number 94 of the original merit list because the commission's other recommendations were banned at the time. The R21A (4) Validation Commission of Punjab Civil Servants (Appointments and Terms of Service) Rules, 1974 did not delay its recommendation, instead the department applied for other recommendations beyond the period of 190 days. The department could not hold the commission accountable. The department itself committed the mistake even though it behaved badly on the basis of the merit list, the exchange of the applicant's name gave them a right to demand their appointment, which led to the High Court's constitution.
