An application was filed and another constitutional petition filed by various applicants against the college was entertained and allowed and such an existing petition is a viable constitutional petitioner filed by the applicant. Earlier it was intact and a revision petition against the same order is still pending in the High Court. The constitutional petition could not be filed when the proceedings could not be banned for one reason and the constitutional application filed by another applicant against the college after reviewing the same was pending, on the merits of this petition. It was not debated or pointed out. This college was an illegal establishment even though it was a provincial government under the Section 20 Education and Training Institution Ordinance 1971
