Without the request and affidavit, the Board of Revenue had accepted the request for a review of the pending stage without causing delay. It was not feasible to prevent the request for review from time to time and the art law approved by it was not sustainable in the eyes of the Intt. The patent would be equivalent to encouraging the elimination of illicit instruments, which had exhausted society's moral thinking and refused to appeal to the court. r \ n
