Section 17 Constitution of Pakistan (1973), Article 199 Constitution petition for release of consignment was directed by the applicant to release his consignment after collecting duty and tax as per law. The petitioner admitted that the two defendants were private parties, no writ could be issued. Under Article 199 of the Constitution, the constitutional petition against him was implemented in the case that the applicant would contact the customs as per the law and fulfill all the requirements of a valid entry bill, after which the collector would comply with the law. We will pass the appropriate order in due time. If the applicant had a complaint against the private respondents, he was at liberty to file a case against them according to law. The applicant will, independently, raise all facts and law questions before the collector who will decide all such questions by order of speaking.
