Its utility is due to a six-month legal interim period and the department is proceeding with the demand for recovery. The review examiner's first appeal is pending before the tribunal and it will be appropriate that he be recovered before the recovery proceedings. Decision must be made as no recovery can take place. Before assigning responsibility, the High Court directed the Tribunal to dispose of the pending appeals as soon as possible, but not more than two months after the date of receipt of the present order of the High Court and there was no recovery till the decision of the appeal by the Tribunal.
