Directed the applicant to appeal first. The High Court, which has been appointed by the Authority at such time and date, also directed the officials to decide on the representation of the applicants in accordance with the law after giving proper hearing to all concerned including the applicant and any other person. Further instructed that the Committee on the development agenda of the department will remain absent till then the decision on the representation of the applicant was allowed under it.
