Sections 14 (1) and 38 of the Punjab Local Government Election Rules, 2000, RR 70, 73, 80 and 81 disqualified the appellant and the respondent were elected as the nominee and the candidate defeated by the deputy nazim rival on this basis. It was filed that the appellant was a coercive offender. The Election Tribunal reversed the selection of the appellant and the respondent deputy and ordered fresh election appellant, the deputy nominee and the rival candidates filed constitutional petitions under which the rival candidates sought relief from the deputy nazim.
