The applicant / auction buyer of the mortgaged property auction utility bills pursuant to the provisions of section 47 and 151 had prayed that some utility bills were owed before the purchase of the mortgage / auction property through the auction. The property is free of all obstructions and it is the responsibility of the regulators to clear the above bills. The applicant / auction buyer requested the decree holder to pay the outstanding bills, but the decree holder did not comply, it is expected to pay all utilities. Free expression of all barriers to charges and liabilities against the property would mean that when the buyer purchased the goods, he was expected to give it to him without any liability associated with the same decree.
