The principle of section 21 folk punitive objects and jurisdictions must be of such power that all authorities should be allowed to pass orders to retract the wrong steps they have taken. The authority who has the power to order, also has the power to revoke. Except where the ruling has a legal effect and in pursuance of which certain rights have been constituted in favor of an individual, such an order should be construed as a principle of natural justice, like the principle of Locus Punitetti. Damages cannot be withdrawn or returned. The principle of equity once it has been established that a decisive step has been taken by the authority / executive functionaries who can withdraw, can be withdrawn in favor of such person and the loss of these rights cannot be reversed.
