Another notification was issued and before the withdrawal of these facilities, the High Court ruled in favor of the respondents that the facility / privileges could not be withdrawn on the principle of Lux punity and it has also been observed. That no notice was given before the second notification was issued, neither the respondents nor the opportunity to be heard was taken by the Government. The second notification was to correct a mistake. Was issued but failed to identify an error in the earlier notification but the appeal was allowed Was left out
