General Clause Act 1897 Section 21 Constitution of Pakistan (1973), Article 185 (3) Applying the principle of civil service in the civil service, the Government has issued a notification under which the development of the respondents will be effective after more than two years. Ordered. When another notification was issued from the notification and the facilities were withdrawn, the High Court decided in favor of the respondents on the principle of protection of the local people that the facilities / privileges could not be withdrawn. It has been observed that no notice was given to the respondents before the issuance of the second notification nor the opportunity to be heard which was taken by the government that the second notification was to correct any mistake.
