The Constitution of Pakistan (1973), Article 1212 of the Service Tribunals Act, 1973, Article 212 of the Joyce Skeketon Constitution of Pakistan (1973), expressly excluded the jurisdiction of all civil courts, including the High Court, and service in terms of terms and conditions. The tribunal was given special jurisdiction. Government employees, an authority disqualified under Article 212 of the Constitution of Pakistan (1973), could not decide on service matters for which the Majlis Forum was a service tribunal.
