Issued instruction to exempt all students. On the basis of proven residence for one year from tuition fees and other charges, the Gomal University Gomal University Syndicate approved the incentive by the Chief Minister, then waived the one year liability by an anonymous letter. The exemption was withdrawn, the letter was said to have no legal authority, and the constitutional application was allowed to be set aside
