As a matter under which the High Court may issue a declaration that the action or proceeding was without any legal authority and had no legal effect which the High Court was also authorized to issue a writ. Prohibition forbidding a person from performing an act which was not permitted by law. The High Court had no jurisdiction to transfer the pending action to an executive or a judicial officer and decide on its own. Using the writ jurisdiction, the High Court cannot substitute it.
