Went and the decision was to be made by the Settlement Commissioner because the notified officer was fully authorized to decide on the pending appeal pending review by law when any clear illegality made by the Deputy Settlement Commissioner was ordered by the Settlement Commissioner. If the proceedings are resolved, the High Court may refuse it. The exercise of a constitutional jurisdiction against such an order even if the order was illegal, or even in the absence of jurisdiction.
