Recognized as an inalienable right in accordance with the terms of Article ND and Article 9 of the Constitution, it should not be made an expensive order approved by the rent controller, thereby giving the landlord a fixed amount of the operation fee. Submissions are required but access to justice can lead to an obstruction otherwise every citizen has an unlawful right to be dealt with, and any law governing rent will require such a fee to be collected. The order is not authorized to pass, so it was declared without legal authority and thus was abolished.
