Health Pakistan Petitioner was enrolled in the Constitution Pakistan 1973 Article 199 constitutional petition and attended the course but at the time of examination he was told that he was a third division matriculation, against his admission policy. And was not entitled that the applicant challenging the order in the constitutional petition was equally responsible for the situation which was faced even if the order sanctioned against the applicant was strict, The court had to take into account the laws, rules and regulations and could not deviate from it. The applicant was not entitled to relief under Article 199 of the constitution, after the applicant did not violate his constitutional right
