And the Services and General Administration Department's order that refuses to approve the department's publicity committee's recommendation to promote pharma for respondents has no legal effect, with which this directive is approved. The recommendations of the promotion committee were implemented by the secretary. The relevant department validity services tribunal rightly found that the secretary of the department concerned was only competent to consider the recommendations of the department publicity committee case, so the department was right to approve the appropriate orders on the recommendation of the development committee.
