Para 8 West Pakistan Land Reform Regulation, 1964, Para 11 Land Reform Regulation, 1972 (MLR 115), paras 3, and 8 Land Reform Act (11 of 1977), Section 6 Constitution of Pakistan (1973), Article 199 Constitution Applicant claiming ownership of the land in question on the basis of a gift given to his ancestors by the ruler of the ancestral state in 1893 has not implemented such a gift by the Revenue Workers in the record of revenue for the last one hundred years. Applicants are the first to claim ownership of the land in 1993, one hundred years after the alleged gift to their predecessor Petitioners. Neither the claim was claimed, nor was the declaration filed under the Land Reform Regulations of 1959, 1964 and 1972; the applicant also failed to make any declaration under the provisions of the Land Reforms Act 1977. Under the Land Reforms Act, 1977, the regulations of 1959, 1964 and 1972 may also retain the land in excess of the total area allotted to it; Failure to declare the same would erode their claim that when the development of the underground area began, the applicant did not hold any information before the Development Authority Petitioners. The constitutional petition before the High Court appears to be completely baseless and based on a forged document.
