Along with this the element of compulsion is to cause disrespect and discredit in the eyes of the public and if such action is taken in the public interest, the affected employee order should have the opportunity to be heard, without giving any notice of the cause and the opportunity for a hearing. An unlicensed employee was not guaranteed to violate the law, and the authority was also empowered to take fresh action if it was strictly required by law.
