Such logic of the department was not only against intellect and natural justice but also against the spirit of R8. (ii) Even if the telephone numbers of the Telegraph and Telephone Manual are changed by changing or re-working, such change shall not mean that the default number has been applied to someone by default. Takes what was never, was destined for the whole or any part of the money. Or in the use of a number the applicant was not responsible for payment of the outstanding amount when the telephone in question was not in use but was restricted to the amount of the outstanding amount against it only the obligation to clear the outstanding balance. (Telephone) number, but not the user in whose use the number was at the relevant time, which was received more when the applicant's bill was issued. It did not fall into the category of default or defaulter, the applicant acted without legal authority in holding the defaulter and disconnected his telephone authority to restore the applicant's telephone and pay the outstanding bill.
