Transfer of underground land to Mukhtar after the cancellation of the original allotment on the request of the Mukhtar (Article 1973 and Constitution of Pakistan) (1973), Article 199 of the Displaced Persons (Land Settlement) Act, 1958, thus standing underground and so on. It was not illegal for the auctioneer to auction such land by the available authority for auction.
