Section 13 of the West Pakistan Arms Ordinance 1965 was a police officer witnessing the recovery of evidence, one acting as prosecutor, investigator and one witness and the other under the presence of natural witnesses at the time of his recovery. Although there was a need to be affected by the public restoration, no attempt was made to be associated with the recovery process of a public witness when the defendant's conduct at the time of his arrest indicated that he was alienated from himself.
