HASSAN JAMIL versus CAPITAL DEVELOPMENT AUTHORITY
Unnecessary orders of departmental authorities were not filed for submitting leave for appeal to Article 185 (3) of the Constitution of Pakistan 1973. The applicant was convinced that he had no order as the department officials concerned. The request submitted was not processed. Being inactive for such a complaint, the petitioner did not present any convincing evidence that he had actually misrepresented any of the petitions on which some action was taken by the petitioner. That it submitted the required applications at some point in 1975. / 1976, which has not been disposed of till date, has led to a great deal of skepticism when it complained of such inaction only 13/14 years after the submission of the applications in 1989 and that of the Prime Minister. There was no authority to deal directly with the case
