Enforced after filing a complaint. It was not mandatory but in the role of the High Court, it was held that the defendant had already submitted a list of witnesses to which the applicant had not raised any objection, even though he knew who to appear against. Someone was unable to produce a dent. The leave to appeal by the courts below was denied
