Sections 10, 11 and 12 grant the right to apply for indemnity under any 20 year mortgage of a subsidiary unauthorized mortgage, or any agricultural mortgage has expired. The ban is mandatory, the collector must exclude the request. Not satisfied that the application is not in relation to a mortgage under 20 years or less that does not have an age under 20, nor a mortgage related to the expiration of the term.
