Article 199 Constitution Petition Enforcement of mandatory parties, filing constitutional petition against the development of diploma holders employed with the same establishment, the Mutable Association of Graduate Engineers employed with respondents, Under Article 199 of the act, an aggravated person cannot be considered. Individual members of the Constitutional Applicants Association had earlier filed a constitutional petition in connection with the same topic which was dismissed. The fact was not disclosed in the Constitutional petition, therefore, the High Court had no right to grant any relief to the arbitrary jurisdiction of the applicants. Although some individuals were outraged against the promotions, the names of these individuals were not disclosed or implemented in the petition as the parties were not enforceable in the absence of the required parties.
