Article 25 The meaning of equality of citizens and the equal protection of jurisdiction law, shall not be construed to treat every citizen the same in any case, but it is presumed that such persons or similar persons Should be treated the same, proper classification is permitted, but it should be based on reasonable discrimination or reasonable grounds.
