Zone II, 4 seats; and Zone 1, 12 seats for respondent authority which got 4 seats on all grounds of Punjab, 5 for Zone II and 12 for Zone 1, reflecting the decision to take Memorandum of Responsible Authority. The defendants were against the policy of the government. All the Punjab-based merits did not guarantee the allocation of one set and zone II allotted for selection.
