In R12 Constitution Pakistan (1973), only one charge sheet was issued to Article 13 employee and the subsequent inquiry resulted in him being convicted of the sentence imposed on the order of the competent authority, which resulted in the revision authority. Considered it inadequate. Its revised powers, namely, the show cause notice issued under R12, which honored the authority to pass the order to improve, in appropriate cases, a fine already imposed by a competent authority. Was not to be punished twice. It was a crime but it was a matter of the Authority to use the modification powers in the proper way as usual, so there was no violation of Article 13, Constitution of Pakistan, nor R12, WAPDA employees ( Qualification and Discipline) Rules, 1978 is in any way a violation of Article 13, Constitution of Pakistan (1973)
