Full powers to suspend a weapons license or to disarm a person or class of persons in a particular area due to emergency, insecurity conditions, sectarian riots, gang conflict or serious disturbance. And that is the prejudice of the federal government. It cannot be controlled, limited or reduced by introducing a notice service to license holders.
