Section 4 Civil Servants Act (LXXI of 1973), Section 9 charged Malala Friedes by appellant by which she was not promoted to grade 19, while her juniors were told that the grade was approved without any jurisdiction. There was, on appeal, nothing. According to the merits, a strong proposal should also be made to make a specific and special charge of Malala Fraud against a particular person who was either in a position to harm the appellant or to avail himself, of such appellant. There was no opportunity to create reality. As a fiduciary duty, the tribunal could be held entitled to this unknown order without any jurisdiction, and the quorum was non-judgmental due to the presence of Malala's mismanagement.
