The mention of tests and exams for certain services did not fit the description because the only way to recruit any and everyone else was to ??? Does Rule 4 (iii) provide concrete content in consultation with the Public Service Commission in such appointments? Would an officer already excluded from the category of Pakistan Army Armed Forces exchange or on a regular basis on an equal level under the federal or provincial government would not be inconsistent with this Act or more than that rule? Create a law authorized by force?
