Under section 81 section 81 of the West Pakistan Land Revenue Act, 1967, the demand for arrears of land revenue can be raised only when it is paid when the basic provisions of the Act are taken up and satisfied. Which, in turn, is a decision made by one of them. Money or money as a residual amount of land revenue, that can be resorted to by the provisions of the Recovery and requires proper notice, opportunity to be heard and an incidental hearing.
